stipulate - /ˈstɪpyəˌleɪt/ - [stip-yuh-leyt]

verb
  • to require in no uncertain terms the necessary conditions needed to finalise the making of an agreement.

E.g. The contract stipulated that you had to be over the age of 18 to buy the product.
